Enter your X/Y value, hit the "Calculate" button, it'll give you some floats to use as a NORMALIZED_PAIR.
This is only really useful if you want to work out where to position things when creating themes for Emulation Station. For example translating real pixel values from a .psd file to the crazy 0..1 based positioning that Emulation Station uses.
